SOME ASPECTS REGARDING THE ORGANIZATION AND CONDUCT OF STATE CONTROL IN PUBLIC HEALTH DURING 2023–2025

Abstract

Objectives. To assess the organization and conduct of state control in public health during 2023–2025 and to identify measures for optimizing this activity.

Methods. Sectoral statistical reports on public health surveillance and state control (Form No. 18/health), Statistical Form No. 1-CC, “Number of Contraventions Identified,” and quarterly reports submitted under Order No. 191/2024 of the National Agency for Public Health were analyzed.

Results. The Agency’s organizational structure includes 134 approved positions for state control activities, of which approximately 45–50% were filled during the analyzed period. Between 2023 and 2025, 22,059 inspections were initiated and conducted: 11,073 scheduled and 10,986 unannounced. Of the unannounced inspections, 94.9% concerned the issuance of permits and 5.1% the examination of petitions and notifications. A total of 1,020 contravention reports were drawn up and examined, 389 fines totaling MDL 1,014,400 were imposed, and 127 suspension or prohibition decisions were issued.

Conclusions. The low occupancy rate of inspector positions highlights the need to review recruitment mechanisms, ensure continuous professional development, and strengthen communication with economic operators.
